PURPOSE:To decrease erroneous tracking of noise, and to improve the reliability of a target tracking device by constituting said device so that the tracking is executed while deciding whether a target exists or not by deflecting periodically a set position of a window. CONSTITUTION:A deflection quantity adder 19 inputs center-of-gravity position data 12, adds a deflection quantity and outputs deflection center-of-gravity position data 20. A target deciding period generating circuit 21 outputs periodically a target deciding timing signal 22 for designating a picture for deciding the existence of a target, once per several pictures. A center-of-gravity data switching circuit 23 outputs steadily the center-of-gravity position data 12 as a window center position data 24, and a window setting circuit 5 sets the center of a window to a target center-of-gravity position. At the time of deciding a target, the center-of-gravity position switching circuit 23 outputs the data 20, and deflects the window. A target deciding circuit 25 receives the timing signal 22, inputs the center-of-gravity position data 12 of the picture at that time, and if the detected center-of-gravity position is deflected from the center of them window, it is decided that the target exists, and the tracking is continued.
