PURPOSE:To utilize a code that has not been used effectively to suppress a d.c. component and a low frequency component, by performing the conversion of plural data encoded at every picture element block comprehensively. CONSTITUTION:An analog video signal inputted from an input terminal 100 is inputted to an A/D converter 101, and is converted to a digital data of K-bits. The digital data is inputted to a block segmentation circuit 102, and is divided into picture element blocks constituted with picture elements of (MXN) consisting of N-picture elements in a horizontal direction and M-picture elements in a vertical direction, then they are outputted. The data of block units consisting of (NXM)-picture elements are inputted to an orthogonal transform apparatus 103, and are transformed to (MXN)-transform coefficients. The transform coefficients are inputted to a quantizer 104 independently, and are quantized with prescribed number of quantizing levels, and are sent to an encoder 105. The encoder 105 outputs a code of P-bits corresponding to the combination of inputted transform coefficients.
