PURPOSE:To improve the understanding ratio of a speech by selecting an idle outgoing line from the outgoing lines corresponding to one transmission class even when the outgoing lines transmission are crowded. CONSTITUTION:Line groups alpha, beta, gamma are prepared correspondingly to the transmission class in an exchange 1. When a subscriber SUB-A belonging to the line group calls, if there is no idleness in the line group alpha, the subscriber SUB-A is connected to a talkie device 3 and crowded information managed by a traffic control system TCS is transmitted to the subscriber SUB-A through a sound converter transformer 4, the talkie device 3. Based on this, when the subscriber SUB-A additionally dials so as to select the line group, this additional dial is received by the talkie device 3 and the idle line in the line group beta is trapped thereafter and connected to a incoming subscriber SUB-B.
