PURPOSE:To suppress power consumption and to start the signal processing at an earlier time by supplying power from a power supply means to a prescribed signal processing circuit and supplying power after a shorter time than the time when the phase lock is finished so as to suppress the power consumption. Then, an amplifier 10 is energized at a point of time when a speed control completion signal 8 is sent from the circuit 8 to supply a signal required to be initialized to the CPU 18 without a delay In supplying a phase lock completion signal Q' from the circuit 8 to the CPU 18 thereafter, the CPU 18 applies a prescribed initializing processing and a switch SW2 is closed after the processing is finished and the signal processing is started while suppressing the power consumption.
