PURPOSE:To form wasteless tool passage data by setting up a tool passage having no interference with a working line of a target to be worked while considering a working residual between a tool passage to be used immediately before working and the target to be worked. CONSTITUTION:A working line consisting of a closed curve is divided into groups. Working directions are set up in respective groups and tools for working the working lines of respective groups are set up. After completing said preparatory work, a tool passage having no interference with the working line set up on the target to be worked is found out, a tool passage based on a tool to be used next is found out while considering a uncutted working margin formed between the tool passage and the working line to calculate tool passage data in each tool. Then, an NC program corresponding to the kind of an NC working machine to be worked is formed based on the calculated tool passage data.
