PURPOSE:To invariably obtain an optimum initial value of integrating manipulat ed variable by automatically changing the initial value of the integrating manipu lated variable even if a set value is changed. CONSTITUTION:A control constant such as a PID constant of a controlled system 1 is fixed and controlled by auto-tuning, and when the controlled system 1 reaches a steady state, a manipulated variable at that time is stored in a storage means 6 as an anti-reset value. When a set value is changed, a control means 4 proportionally distributes the anti-reset value in accordance with the change of the set value and calculates a new anti-reset value by an anti-reset value calculating means 7 ton start control by using the calculated value as the initial value of the integrating operation variables. When the controlled system 1 reaches the steady state, the manipulated variable at that time is stored again in the storage means 6 as the anti-reset value.
