PURPOSE:To maintain a uniform and stable discharging even if a discharge start voltage fluctuates by controlling the AC voltage of an AC power source so as to start discharging if a detection means cannot detect a discharge current. CONSTITUTION:A circuit impressing an AC voltage is provided with a discharge current detection part 20, which detects the discharge current. When the current cannot be detected even if the AC voltage reaches a set voltage, the AC voltage is boosted until a control circuit 21 detects it. If it is detected, it is returned to the set voltage again. In starting a discharge once it does not stop as long as the voltage is dropped to a stop voltage. Thus a stable discharge continues even at a voltage lower than the discharge starting voltage.
