PURPOSE:To prevent a load connected to a controlled system from generating malfunction even in a transient state at the time of turning on or off of a power supply by effectuating either one of two voltage supplying means faster than the other by an effectuating means. CONSTITUTION:In the transient state immediately after turning on a switch 14, a capacitor 32 is charged also with an output current of a constant voltage circuit 26 in addition to an output current of a full wave rectifier 30. Since the charge of the capacitor 32 is accelerated, a control circuit 38 can be actuated before a voltage V1 to be supplied to a driving circuit 24 reaches a critical value E0, so that the driving circuit 24 can be prevented from malfunction immediately after turning on the switch 14. Since the charge of the capacitor 32 is maintained by the output current of the circuit 26 during a prescribed period at the time of turning off the switch 14, the control circuit 38 is not disabled before the voltage V1 applied to the driving circuit 24 is dropped to the critical value E0. Thereby, the driving circuit 24 does not generate malfunction even if the switch is turned off.
