PURPOSE:To reduce the operating time of a magnetic recording and reproducing device and replacement time of a cartridge by controlling the operation of a displacement drive means of a carrier fitted with a recording and reproducing element by the switching of an open/close cover. CONSTITUTION:The recording and reproducing element 30 is save to a position parted from the surface of a recording medium D automatically before and after the recording medium D is loaded correctly to a rotary drive mechanism RD of the recording and reproducing device in interlocking with the open/close of the cover 24 of the recording and reproducing device. Further, the recording and reproducing element 30 is saved immediately even in the state that the position of the element 30 is carried by the mobile body FA and parted from the home position. Thus, the time required for the loading/unloading of the cartridge from/to the recording and reproducing device is reduced.
