PURPOSE:To easily return a packet exchanging function without giving an influence to a data terminal connected to a station in which a fault does not occur by executing the by-pass of a packet exchanging area with a line exchanging function control part when an action abnormality occurs at a packet exchanging function control part. CONSTITUTION:An operation condition display signal 401 is outputted at a constant interval from a packet exchanging function control part 306. A line exchanging function control part 303, when the signal is not received for a constant time or above, executes the by-pass of a packet exchanging area 203 immediately. Namely, the contents of the data of the packet exchanging area 203 in a receiving frame 200 are written into the packet exchanging area 203 in the transmitting frame as it is. Thus, even when the fault occurs at the partial packet exchanging function control part 306, the by-pass of the packet exchanging area 203 is executed, and therefore, the packet exchanging function works at a loop network as a whole.
