PURPOSE:To perform uniform resin lining, by controlling the flow speed of a resin constant by detecting the position of the resin group and resin flow speed in a pipe from the launcher side connected to the end of the pipe on the injecting side of the filling resin by a control apparatus. CONSTITUTION:A resin A is supplied so as to fill a launcher 2 and existing piping 1 over the predetermined length from the interior of the launcher 2 to the start end side of the piping 1 and compressed air is sent into the piping 1 by changing over a three-way valve 13. The resin A flows and advances in a columnar state by the pressing force of compressed air and a lining film 18 is formed by the bonding strength to the wall surface of the piping 1 generated when the resin flows while contacts with the inner surface of the piping 1. At this time, flow control valves 11, 16 are controlled on the basis of the resin flow speed calculated from the difference between the positions of the resin group at every predetermined time by the control apparatus 6 on the start end side of the piping 1 so as to obtain pushing pressure making the flow speed of the resin A constant.
