PURPOSE:To change the return spring characteristic between an input shaft and an output shaft independently between a handle steering condition and a returning condition by independently controlling oil pressure applied to first and second reaction chambers which are mutually independently provided. CONSTITUTION:A cylindrical large diameter part 32 is integrally formed with the end part of an input shaft 12, and the outer peripheral face 32a of the large diameter part 32 is rotatably fitted in the inner peripheral face 19 of a valve housing 10a. The pairs of grooves which are parallel to a housing groove 33 are formed on the outer peripheral face 32a of the cylindrical large diameter part 32, in positions nearly corresponding to two pairs of radial projecting parts 31. And, a first reaction chamber 34 and a second reaction chamber 38 are formed by these grooves and the inner peripheral face 19 of the valve housing 10a. The first reaction chamber 34 is connected to a first introduction port 37 and the second reaction chamber 38 is connected to a second introduction port 41, but both reaction chambers are not connected to each other. Pistons 36, 40 which are housed in the reaction chambers are mutually independently operated by pressures applied to the reaction chambers 34, 38.
