PURPOSE:To minimize the occurrence of retransmission, etc., due to the lost of data that is caused by a fact that the security of a buffer is not in time, by giving an instruction for the control of allocation or the actuation of buffers according to the using conditions of buffers and in response to the charge process of each data processing part. CONSTITUTION:A buffer control part 3 monitors the using conditions of buffers and has comparison between these using conditions with levels set orderly as the transmission flows are increased to increase the using rate and to decrease the dead buffers to decide the buffer using conditions. In each stop of transmission/reception, an instruction or control for the allocation of buffers is applied to the data processing parts 4 of each step based on decision of said using conditions of buffers in the order of the stop of transmission received from its own terminal, the stop of reception from the remote side, the stop of reception of the next block of the data under reception or a packet frame, etc. Thus the transmission flows can be controlled to minimize probability for a fact that the security of buffers is too late.
