PURPOSE:To raise heat exchanging efficiency by constituting heat exchanging fins with a base plate which has many continuous small spaces using a polymeric fiber or glass fiber, and a metallic material which is attached to the base plate and has a high heat conductivity. CONSTITUTION:Each heat radiation fin 20 consists of a rectangular sheet material 21 and a frame 22, and the sheet material 21 consists of a base plate 21a formed, for instance, of glass fiber, and a metallic member, for instance, copper 21b which is attached to the base plate 21a by metallizing and has a high heat conductivity. The sheet material 21 has, in the direction of its thickness, many continuous small spaces. When manufacturing the sheet material 21, the base plate 21a is formed as unwoven cloth which is made of glass fiber of diameter at most of 0.05mm and has many continuous small spaces. After the base plate is metallized by a vacuum metallizing machine 30 with copper 21b, it is placed in a vessel 31 with stored water containing sodium carbonate to recrystallize the copper. With this arrangement the sheet material 21 of the heat radiation fins 20 of a heat exchanger 1 can improve its heat conductivity because it has copper 21b having a good heat conductivity.
