PURPOSE:To prevent the generation of excessive turbulence in a circulation water system by holding the opening degree of the movable vane of a CWP at the opening degree on the generation of FCB until receiving an opening degree holding releasing instruction and releasing the holding of the opening degree according to the state of a plant. CONSTITUTION:Though, when an FCB is generated, an opening degree increase/ decrease locking circuit 20 transmits an opening degree locking signal S10 on the basis of the FCB generating signal, said signal is reversed by a NOT circuit, and the vane wheel of a CWP is held at the opening degree on the generation of FCB. An opening degree lock releasing circuit 30 transmits a release instruction signal S9 for releasing the holding of the vane wheel opening degree of the CWP into the opening degree increase/decrease locking circuit 20. Therefore, even on the generation of FCB, generation of excessive turbulence in a circulation system can be prevented.
