PURPOSE:To improve a delay of a control or a state transmission by constituting the titled system so that a station to be controlled always executes a collation by information which is repeated continuously from a control station, and the control station collates it with a state which is repeated continuously from the station to be controlled, and inserts and transmits control information or supervisory information, as information of a variation. CONSTITUTION:A station to be controlled 1 collates control information (a)-(e) and states a'-e' of an object of a control corresponding to objects A-E of the control and executes the control with respect to the objects A-E of the control. In case a control of new control information a'' to the object A being different from the control information which is being sent at present becomes necessary, a control station 2 executes an instruction to the station to be controlled 1 by inserting the control information a'' of a state variation. In case a variation to a new state b'' to the object B being different from a state which has been informed previously is generated, in order to improve a delay of a state notice, the station to be controlled executes a transfer by inserting the state b'' of a state variation, to the control station.
