PURPOSE:To eliminate noises and to suppress missings of image by setting thresholds for determining the start position and the end position of a character line or a character respectively, and detecting a character line or a character. CONSTITUTION:The horizontal projected value H equivalent to one line obtained as to a binary image stored in an image memory 4 is compared with a first level LY, and such a line position Y as equal to or above the first level LY is made a character line start position YS and stored in a register 10, and the value H is compared with a second level for the following lines of characters. And a line position Y below the second level is made a character line end position YE and stored in a register 11, and thus one character-line is detected. Thereafter, a vertical projection value V equivalent to one row obtained as to binary image equivalent to one character line surrounded by the YS and YE, is compared with a first level LX, and such a row position X equal to or above the first level LX is stored in a register 12 as a character start position YS, and the vertical projection value V is compared with a second level for the following tows. Such a row position X as below the second level is stored in a register 13 as a character end position XE, and thus one character is detected.
