PURPOSE:To cope with the case flexibly even if the necessity coping with a special transmission procedure by providing a 1st coding circuit and a 2nd coding circuit so as to reduce a risk remarkably in case of large scale integration of a pre-stage scanner. CONSTITUTION:A processor 33 is operated by a control program stored in a control memory 34 and a transmission data is stored in a buffer in a memory 34. After the storage, a first transmission command is given to an FPS 0/1 area of a line control circuit 32. Thus, a pre-scanner 31 scans control information in a control word 32 at each transmission bit timing. When the scanner 31 stores a character converted serially to a transmission data buffer in the memory 34, a coding circuit 351 encodes the communication data and a transmission control kind. A coding circuit 352 produces an output of the circuit 351, the transmission sequence, the supply sender of the transmission data next from the transmission mode, processing of a block check, command of initializing the timer and gives them to the scanner 31.
