PURPOSE:To prevent the continuous generation of sparks without deteriorating the electrolytic cleaning efficiency by detecting the contact of a coil with an electrode with an earth detector, and increasing the tension of the coil based on the signal. CONSTITUTION:The power source device 8 of the electrodes 1 is isolated, the earth detector 9 is provided between the electrodes 1, and the contact of the coil 3 with the electrode 1 is detected. When sparks are generated due to the contact of the coil 3 with the positive electrode of the electrodes 1, the coil 3 is grounded through a supporting roll 5, etc., and has the earth potential, hence the positive electrode of the electrodes 1 is grounded. The current from the positive electrode of the device 8 flows out into the earth through the roll 5, etc., and flows in the direction as shown by the arrow (a) to the negative electrode of the device 8 through the relay 12 and resistance 11 of the detector 9. At this time, the speed of the motor 13 for driving an inlet-side roll 4 is reduced by the actuation of the relay 12 through a speed controller 14. Meanwhile, the motor 15 for driving an outlet-side roll 6 is driven at constant speed, hence the tension of the coil 3 is increased, the contact of the coil 3 with the electrode 1 is released, and the continuous generation of sparks can be prevented.
