PURPOSE:To shorten a charge time at the time of holding and original signal, and also, to prevent the titled device form being influenced by an attenuation of a hold level at the time of cessation of a measurement, by resetting a state holding circuit by a timing at the time of extinction of arc of a cross signal. CONSTITUTION:In an area signal generator 18, signals selected from original signals (a), (b) by sampling pulses (f), (g) generated at the time of excitation of first and second hold signals (d), (e) are held in sample/hold circuits 26A, 26B as a high or low hold level (h), (i). When a signal selected from the signals (a), (b) at the time of extinction of arc of the signals (d), (e) is smaller than the level (h), or when it is larger than the level (i), a signal for exciting an area signal P is held in the circuits 26A, 26B, and also, the circuits 26A, 26B are reset by a timing at the time of extinction of arc of a cross signal (n). Accordingly, a charge time at the time of holding the signals (a), (b) is shortened, an initial edge signal (q) after turning on a power source can be outputted exactly, and the deice is not influenced by an attenuation of a hold level at the time of cessation of a measurement.
