PURPOSE:To store lots of picture data into a system by a simple method by providing a reception demodulation means, a storage means and a coding means to the system in receiving, demodulating and coding a low resolution facsimile picture signal from a metereological satellite and storing the information. CONSTITUTION:In applying coding by a prediction coder 6, a picture element data before one step among plural data e1-en inputted sequentially is used as a reference, the next picture element data is compared and the difference is coded. In this case, since the level change of the picture element data is less in general, the information coding the difference of 0 or 1 and the referenced first data e1 only are stored in a magnetic disk device 7 sequentially. Then a decoder 8 is used to extract the difference value obtained from the referenced first data from the device 7 to apply decoding, the result is added sequentially based on the first data to apply recovery. Thus, the relative performance deterioration of the equipment attended with the increase in the distribution schedule of the picture data is avoided.
