PURPOSE:To obtain a blocked isocyanate compound having excellent flexibility and weather resistance and produced by blocking terminal isocyanate group of a prepolymer composed of a polylactone polyol and a non-yellowing isocyanate compound with a blocking agent. CONSTITUTION:A polylactone polyol and a non-yellowing isocyanate compound having >=2 isocyanate groups (e.g. isophorone diisocyanate) are subjected to urethanization reaction at 20-140 deg.C to obtain a prepolymer having residual isocyanate group at the terminal. The objective compound can be produced by adding a blocking agent such as acetoxime to the terminal isocyanate group. The compound is useful as a curing agent for powder coating electrodeposition coating, one-pack coil coating, wire-coating paint, adhesive, etc.
