PURPOSE:To prevent the life-shortening of a capacitor due to vibrations from taking place by providing a discharge chamber above a power output chamber retaining the injection water, and then providing the discharge chamber with a discharge circuit which generates an arc discharge between both electrodes therein so that the force of inertia is added in the discharge current direction of the capacitor. CONSTITUTION:A capacitor 7 is filled up by means of a resistance 5 from a constant-voltage power 4, and then, when a fixed voltage is reached, an arc discharge is generated between the main electrode 1a and a power output chamber 2. The arc, which has been generated, moves toward the Glober electrode 1b, and then, at a point of time where the terminal voltage of the capacitor 7 reaches zero, it comes in electrical contact with an arc and is shorted within a discharge chamber 1. Hereupon, the electrical energy of the capacitor 7 passes into a coil 8, and then, it is attenuated as the Joule heat is generated in the discharge chamber 1. Thereby, water in the power output chamber 2 is injected without causing vibrations of the both-ends voltage of the capacitor so that the lifetime of the capacitor can be extended.
