<p>PURPOSE:To set a block arch fact at the time of compressing irreversibly and according to a block encoding system below a constant limit by providing a block arch fact evaluation device and controlling the compression ratio of a compressor based on this evaluated result. CONSTITUTION:The irreversible compressor 1 compresses a picture according to the block encoding method, a residual picture arithmetic part 3 calculates the difference between the picture compressed in the compressor 1 and thereafter restored in a restoring device 2 and an original picture before compressed to form a residual picture. The block arch fact evaluation device 4 obtains a block arch fact coefficient reflecting the degree for outstanding the slit of the block from the residual picture, feeds back to the compression ratio control of the compressor 1 to control so as to keep the degree of the block arch fact constant (desired value).</p> |
