CONSTITUTION:The ground is excavated and compacted by tire rollers, etc. and a honeycomb structure of multi-partition wall material A is laid on the ground. A water stopping agent, e.g., bentonite, etc., is spread and packed into the apertures of the material A, and soil for protective layer is applied to them and compacted by tire rollers, etc. A uniform thickness of water-stop layer can thus be formed on the ground.
