PURPOSE:To make full-opening possible for the gas inlet valve of an exhaust gas turbine without varying the lift of a steam regulating valve, by installing a steam regulating valve lift sensor and a load controller, the latter to output a load demanding signal by receiving an output signal of the former. CONSTITUTION:When a steam turbine S/T is started to be driven by the steam generated by the heat recovered from exhaust gas of a main diesel engine, the lift of the steam regulating valve of the steam turbine S/T is small and the load to its generator is also small because the amount of supplied steam is small. On this state, surplus exhaust gas from the main engine is started to be sent to an exhaust gas turbine R/T. Though the lift of the steam regulating valve may decrease a little firstly, the lift will soon recover because the load to the generator G driven by the steam turbine S/T increases by the signal from the load controller L.C functioned by the output of a steam regulating valve lift sensor L.S, while the load to the main-shaft-driven generator is decreased. By repeating the above procedure several times, the gas inlet valve of the exhaust gas turbine R/T can be opened fully, bringing the exhaust gas turbine R/T to a loaded operation state.
