PURPOSE:To prevent the water quality from being deteriorated and to reduce impurities from dissolving into water by providing a clean water preservative circulation system for circulating water retained in a low-pressure water supply system to a condenser during the stoppage of a condenser pump, and a circulation pump. CONSTITUTION:Clean water preservative circulation systems 9 and 10 are disposed between the outlet side of a condenser pump 2 and a system 8, and a clean water preservative circulation pump 11 is provided between the outlet side of a condenser 1 and the inlet side of the system 10. When the plant is in a stop and the operation of a condenser pump 2 is also in a stop, the system 10 is opened and the system 9 is closed, and the clean water preservative circulation pump 11 is operated. A medical fluid device 13 is operated in accordance with a pH value measured by a pH meter 14. Further, the system 10 is closed and systems 9 and 7 are opened and circulating water is moved back to the condenser 1 via a low-pressure water supply system by means of the pump 11. By these procedures, the water pollution while the plant is in a stop can be prevented. Further, the plant starting loss can be reduced.
