PURPOSE:To prevent from receiving the service of a transmitter undesirable for a service incoming person by transmitting information for discriminating the contents of the service as well as transmitter discriminating information. CONSTITUTION:When there is an incoming call, connection information to the service incoming person from the service transmitter is processed in a common line signal device (CCP) 11 through a common line signal interface IF22 and transferred to the exchange control processor (CP) 10 of the service incoming person side. The CP 10 initially opens storage information, a taken out service incoming person identifying number, a service incoming person identifying number and an implied number to decide whether a connection request in question is the connection request from a qualified person or not. When it is not a service transmission from the qualified person, the processing is completed. If the decision result is not the service transmission from the qualified person no a service discriminating code, the request is decided to be no service to complete the processing.
