PURPOSE:To convert a video signal of an interlace system to a signal of a non interlace system by writing the video signal of a preceding field in a third storing circuit and the video signal of a current field in a first storing circuit for every scanning line and at the same time reading a second and a fourth storing circuits at a speed twice as fast as the writing. CONSTITUTION:The video signal (a) of the current field is written in a first H memory and the video signal (b) of the preceding field in a third H memory through a first signal selection circuit 17 for every one scanning line to operate. When the video signals of the current and the preceding fields are written in the first and the third H memories 19, 21, second and fourth H memories 20, 22 read at the speed twice as fast as the writing. The fourth H memory 22 simultaneously reads and writes and transmits the output as a scanning converting signal through a third signal selection circuit 23. Thereby, the signal selection circuit can be deleted and a selection control signal unified. The scale of the circuit can be made compact and the cost can be reduced.
