PURPOSE:To shorten a time required for writing data into an IC card by storing data written into a data memory in a 1st storage means, then storing the data in a 2nd storage means, comparing data in the 1st storage means with that in the 2nd storage means and using written data when the coincidence is obtained. CONSTITUTION:It takes time at a read/write control part 16 to write data into data memories such as a EPROM and a E<2>PROM used for the IC card. Consequently the control part 16 compares data to be written with data that is temporarily written in the data memory 29, and if they are coincident, the part 16 uses the stored data as data to be written normally as it is. If not, first the part 16 writes data in a minimum write time. However the data cannot be written in that time, the part 16 prolongs the write time and again writes the data. Thus, compared with a system that uniformly determines write time, the time required for writing data can be substantially shorten even if data is actually written.
