CONSTITUTION:A magnetic card reading device 10 to read the information recorded at a magnetic card is combined into a personal computer 100 and provided. The reading of the small quantity of recording information of a magnetic card 20 is executed through the magnetic card reading device 10 and the recording information is used. For example, when with the recording information as the identification information of the user himself of the personal computer, the read information is not coincident with the information recorded beforehand, the use of the personal computer can be rejected.
