<p>PURPOSE:To reduce the quantity of distortion in the whole of a restored picture in most cases and to increase the naturalness of the picture by preparing plural types of thinning out and interpolating methods. CONSTITUTION:The four types of thinning out and interpolating methods shown in the drawings (a)-(d) are assigned to respective blocks to execute the thinning out corresponding to the respective blocks and a band compression. Namely, all the blocks are divided into two groups of a thinning out ratio of 0 and a thinning out ratio of 3/4 so as to make the sum of an interpolation error minimum and set an entire compressibility to a desired value by the use of the interpolation error to respective modes. Then, the block of the mode 1 is changed to the mode 3 or the mode 4 and at the same time, the block of the mode 3 or the mode 4 is changed to the mode 2 so as no to increase the sum of the interpolation error by the use of the interpolation error to the mode 2-the mode 4, while preventing the compressibility from being changed and finally, the mode is decided to all the blocks.</p> |
