PURPOSE:To prevent dazzlement due to irradiation with direct rays of the sun and to enable the adjustment of temp. corresponding to the environment a condition by providing an operation member capable of changing the reflection factor for heat rays or transmittance for visible rays independently. CONSTITUTION:A tungsten oxide electrochromic layer 1 is provided on the surface of one of the electrodes, and a Prussian blue electrochromic layer 2 is provided on the surface of a confronting electrode. Further, an auxiliary electrode 8 for carrying out oxidation-reduction is provided. Additionally, switches 1', 2' and 3' of an operating member 11 for changing the reflection factor for heat rays and transmittance for visible rays independently are provided. By this constitution, the reflection factor for heat rays is enhanced but the transmittance for visible rays is reduced if the C-WO3 film 1 is impressed to negative charged and the PB film 2 is impressed to positive charge after executing initial stage reduction of the PB film. Thus, the reflection factor for heat rays and transmittance for visible rays may be adjusted optionally by cutting over the switch 1', 2', and 3'.
