PURPOSE:To improve the dielectric breakdown strength and the aligning property of a toroidal core by detecting the tension value of a wire wound in the winding of the core by tension value detecting means, and varying the tension value applied to the wire on the basis of the detected value. CONSTITUTION:A strain gauge 34 as tension value detecting means has two gauge pieces 35, 36. These pieces 35, 36 are bonded to both sides of a gauge mount 10 provided in a core holding unit 8. The gauge 34 attracts a core 100 and a core mounting base 9 by a wire 101 to relatively displace the gauge pieces 35, 36 upon displacement to detect the tension value T applied to the wire 101 by the displacement amount, and outputs the value T to a controller 40. Thus, the tension actually applied to the wire is always monitored during winding, and the tension applied to the wire is varied by variable tension means in response to the number of wiring layers of the wire on the basis of the detected value.
