PURPOSE:To execute a privacy communication in which absolute secrecy is preserved with a simple constitution by using a prepared guard in which the initial value information of a PN signal generator is stored and descrambling the scrambled reception data on a reception side. CONSTITUTION:A contract channel gate circuit 9 is in an OFF state only while a bit stream C corresponding to the PCM sound signal of a contract channel is outputted from a four-phase DPSK demodulator 1. And a PN signal J outputted from an M-system PN signal generator 6 is supplied to an adder 10 and it is added to the bit stream C outputted from the demodulator 1 in the adder 10, so that the PCM signal of the contracted channel is descrambled and outputted from the adder 10. Thus, the privacy communication in which absolute secrecy is preserved can be executed with a simple constitution.
