PURPOSE:To improve control responsiveness of the system in the caption, by detecting the shortage of power to be supplied to a load caused by the delay of the response of a turbine system to the fluctuation of power demanded by the load and controlling a motor system so as to compensate for the above shortage using the above detected result. CONSTITUTION:A turbine control circuit 26 consists of a setting unit 29 to set a reference speed for a turbine 20, a circuit 30 to detect the speed of the turbine 20 based on the respective signals from the setting element 29 and a speed detector 23, and a circuit 31 to control the power of the turbine 20 responding to the signals from the circuit 30 and a power detector 24. On the other hand, a motor control circuit 27 consists of a setting unit 32 to set a power reference for a motor 21, a circuit 33 to sum up the respective signals from the setting unit 32 and a deviation detecting circuit 28 and a circuit 34 to control the output of the motor 21 based on the signal from circuit 33. The amount of the power shortage due to a delay of response in a turbine system is detected and added to the output reference value of the motor system.
