PURPOSE:To minimize a change in quality and to increase accumulation quantity when accumulated voice data exceeds the prescribed quantity by decoding accumulated voice data, deteriorating quality to a prescribed value, encoding it in a variable length encoder and accumulating it in a memory. CONSTITUTION:With using the variable length encoder 4 which is controlled to hold quality constant, encoded voice data is accumulated in the memory 1. If the quantity of accumulated voice data exceeds the prescribed value, a memory control part 3 controls a decoder 2 to once decode having accumulated voice data. Then, the quality of decoded voice data is deteriorated to the prescribed value, and the encoder 4 encodes a variable bit length which is adjusted to the quality, and it is accumulated in the memory 1. Thus, the change in the quality of accumulated voice data is minimized and the accumulated quantity of voice data can be increased.
