PURPOSE:To form the dot diameter of phosphors uniformly in the desired size over the whole panel glass by illuminating the predetermined portion with ultraviolet rays while feeding the dry air to a phosphor slurry film. CONSTITUTION:When a phosphor slurry film 6 formed on the inner face of a glass panel 4 is to be exposed via a shadow mask 5, the dry air is fed through a dry air feeding nozzle 3 toward the whole phosphor slurry film 6 at a pressure of 0.5-1.0 kg/cm<2>. Since the dry air is fed to the phosphor slurry film 6 under exposure, the dried state of the phosphor slurry film 6 is unified over its whole surface. Therefore, the characteristic indicating the relationship between the radiating time of ultraviolet rays and the dot diameter of phosphors is unified over the whole phosphor slurry film 6. Accordingly, the dot diameter of phosphors formed on the inner face of the glass panel 4, i.e., the size of luminous picture elements, is made the desired and uniform size over the whole glass panel 4.
