PURPOSE:To enhance the efficiency in dehydration and concentration by forming the thin disk constituting a cylindrical filter body with an electrically conductive material, and providing a means for anodically or cathodically charging the upper and lower filter bodies to eliminate clogging. CONSTITUTION:The filter body 30 is rotated, and the upper rotary filter body battery 32 and the lower rotary filter body battery 34 are anodically or cathodically charged. When a material 12 to be separated and dehydrated such as sol-gel sludge is introduced between the upper and lower rotary filter body batteries, the material 12 to be separated and dehydrated slowly proceeds toward a sludge cake outlet 28 while being cross-linked and deposited between the upper and lower rotary filter body batteries 32 and 34 obtained by laminating plural thin disks 31 consisting of a conductive material and pressed by the upper and lower rotary filter body batteries 32 and 34 from the upper and lower parts, and the filtrate is discharged from the filtrate passage hole 36 of the thin disk 31. As the solid-liq. separation proceeds, the material is gradually caked, and the cake is discharged from the sludge cake outlet 28.
