PURPOSE:To obtain hot water with set temperature at a time just after starting the supplying of the hot water, or until the supplying of the hot water is stopped, by deciding the energizing quantities of a cold water side valve and a hot water side valve at the time of starting the supplying of the hot water, or stopping it based on the set temperature, that is a mixing ratio, and controlling a valve in a direction to open or close the valve, applying adjustment for degree to open the valve. CONSTITUTION:At the time of starting the supplying of the hot water, the mixing ratio is decided based on supplied hot water temperature, set hot water temperature, and supplied cold water temperature. Next, it is decided whether the supplied quantity of the hot water obtained at a flow rate detecting means 15 is larger than the set value of a flow rate setting means 19. The correction quantity of the mixing ratio is set at zero compulsorily when the supplied quantity of the hot water is smaller than a set flow rate. In this case, the energizing quantities of a first and a second driving means 10 and 12 are decided at an energizing quantity setting means 22, and both the cold water side valve 3 and the hot water side valve 4 are driven in a direction to open the valves. Thus, the correction quantity of the mixing ratio is found from a difference between a mixing flow rate and the set value of the flow rate, and the opening degree of the valve is adjusted respectively.
