Next, at a time of 'on-line', a transition to be acted is decided by the operation of ignition decision and competition dissolution by an ignition decision and competition dissolution portion 1d through production control data 1c and the input data from a physical distribution system 3 and network data and a rule base, and the physical distribution system 3 is outputted by starting a control action portion 1e opposing that. Further, as for the transition ignited, a token is moved by a token movement portion 1f on the basis of its rule, and the condition is moved, which is memorized as an operation history 1g and is used as production control data.
