PURPOSE:To enhance the bondability of a coating layer and other member by easily bringing the coating layer to a surface activated state, by using the core metal of a steering wheel as the counter electrode in corona discharge treatment. CONSTITUTION:In the surface activation treatment of a ring part 7 using a corona discharge treatment apparatus, a steering wheel 1 is placed on a fixing stand 50 and the switch of a control unit is turned ON. Hereupon, a corona discharge electrode 18 moves to a start position through an electrode moving means to comes close to the surface of the ring part 7. Thereafter, a high frequency applying means is operated to apply high frequency of 28kV between the corona discharge electrode 18 and the core metal 13 of the steering wheel and corona discharge is generated between the corona discharge electrode 18 and the surface of the ring part 7 and the surface of the ring part 7 receives corona discharge treatment with the movement of the corona discharge electrode 18.
