<p>PURPOSE:To facilitate the control of picture quality or the like and to decrease the number of bits of a code table by applying vector quantization to a vector such as the picture signal or the like of a spatial region at every band and controlling execution/nonexecution at every band in response to the fluctuation between pictures. CONSTITUTION:The picture signal of the spatial region is inputted to vector quantizers 0-2 at every band of band groups 0-2. The quantizers 0-2 are provided with a code table where codes are formed in advance in response to orthogonal transform coefficients of a picture signal vector of corresponding band, outputs the quantized indexes K0-K2 of the corresponding band and vectors by bands are quantized and coded. Thus, a picture signal is coded in parallel independently of quantizers 0-2 and execution/nonexecution of quantization at every band based on the fluctuation between pictures by the quantizers 0-2 operated independently is controlled easily and surely. The decoding is applied similarly, the bit number of the code table is decreased by the band corresponding processing and the picture quality control in response to the state is facilitated.</p> |
