摘要 PURPOSE:To detect a moving vector at high accuracy by binarizing a current frame picture signal and a previous frame picture signal and evaluating a reference block. CONSTITUTION:Signals supplied to a moving vector binalization detection part 3 are the current frame input picture signal and the previous decoded picture signal. Binarization circuits 48 and 55 output a value of 0/1 set to ones different from adjacent sections as a binarization picture signal on a section basis, and transmit the value to a detection block configuring part 50 and a reference block configuring part 57. Binary data from the detection block 50 and the reference block 57 is transmitted to a binary arithmetic part 62, which obtains an evaluation function showing the degree of coincidence or non-coincidence with the blocks. The function is supplied to a comparison detection part 64 through a signal line 63. Among shift control signals transmitted through a signal line 66, the comparison detection part 64 selects the signal giving the minimum of the evaluation function and transmits it as a moving vector signal through a signal line 6. Thus the moving vector can be detected at high accuracy.
