PURPOSE:To eliminate the possibility of catching to an axial groove in the inner of the nose of interlayer insulating paper fed into a device by mounting a rotary mechanism turning the inner around a shaft. CONSTITUTION:When automatically inserting interlayer insulating paper 5, an actuator 20 is driven first, an inner 8 is rotated around a shaft at an angle such as 30 deg., and an axial groove 8a in the inner 8 is not faced to the path of interlayer insulating paper 5 fed into a device. A carrying roller is driven and the nose of layer insulating paper 5 is fed into the device, feeding-in is completed, and the inner 8 is revolved in the opposite direction and returned to an original state. Interlayer insulating paper 5 is cut in standard size by a cutter and wound on the inner 8 which is lowered and interlayer insulating paper 5 is inserted to a stator core 18.
