PURPOSE:To scale down an external shape in the radial direction by setting the direction of the magnetic field of a permanent magnet for a rotor in parallel with the center of revolution of an output shaft while arranging a plurality of electromagnets for a stator at predetermined clearances to the upper and lower sections of the permanent magnet. CONSTITUTION:A damping force variable type hydraulic buffer is constituted of a piston, a cylinder, a regulating piece, etc., and an actuator operating a control rod 11 for the buffer is organized of a casing 20, an output shaft 21, a rotor 22 and a stator 23. The output shaft 21 is connected to the regulating piece for varying damping force, and forms the rotor 22 together with permanent magnets 38-39 fixed on the outer circumference of the output shaft 21. The stator 23 has electromagnets 46-51 selectively attracting said permanent magnets 38-39 in the peripheral direction in the casing 20. The directions of the magnetic fields of the permanent magnets 38-39 are shaped in parallel with the center of revolution, and said electromagnets 46-51 are disposed at required clearances to the upper and lower sections of the permanent magnets 38-39.
