PURPOSE:To improve the abnormality diagnostic function and to improve the reliability of a system by independently providing an external diagnostic part which synthetically performs diagnosis based on self-diagnostic information and operating information of a controlled system. CONSTITUTION:An external diagnostic part 7 reads signals of abnormality detecting internal diagnostic parts 2A and 2B of systems A and B and the signal from an object process 6 into an input processing part 7A and combines them with the plant data base incorporated in a diagnosis processing part 7B to perform overall abnormality diagnostic processing and cause inference processing, and an abnormality detection signal is sent to a switching signal generating part 3 from an output processing part 7C based on processing contents and results. If the system A is judged to be abnormal, the switching signal generating part 3 outputs a switching command to a switching part 4 and the switching part 4 switches the system A to the system B, and thereby, a normal control signal is continuously sent to an interface part 5.
