PURPOSE:To enhance not only reliability of quality but also productivity and economical efficiency, by forming a synthetic resin foam composed of an impermeable material in a bag body and closely contacting the material with the bag body by the moldability in foam formation. CONSTITUTION:A synthetic resin foamable raw liquid is injected in a bag body 1 composed of an impermeable material molded into a required shape from the opening part provided to a part of said bag body 1, and foamed and cured to mold a synthetic resin foam 3. Next, the opening part is closed by seal processing such as thermal welding processing to obtain a float wherein the bag body 1 and the synthetic resin foam 3 therein are integrated in a closely contacted state without leaving any gap therebetween.
