At the deceleration, time when a throttle valve is fully closed, the intake air quantity is greatly decreased, and the engine speed is also greatly reduced, the calculated fundamental fuel injection quantity is limited to a lower limit value. Based on a difference between the calculated fundamental fuel injection quantity and its lower limit value, an opening of a throttle by-pass valve 6 is controlled by calculating an increase in the intake air quantity so as to decrease the difference.
