PURPOSE:To completely prevent the leakage of silica by deciding an ion break region from the electrical conductivity and pH in the outlet of a 1st anion column, calculating the amt. of the leaking silica and stopping the collection of water in the case of the anion break region. CONSTITUTION:Desalting of raw water is executed by a 1st cation column 1 and the 1st anion column 3. The impurities leaking to the treated water mentioned above are removed by the 2nd cation column 4 and 2nd anion column 5 as a polisher. The electrical conductivity and pH in the outlet of the column 3 are detected by detecting means 20, 21. Whether the ion break exists in the cation break region or anion break region is decided in an arithmetic control unit 23 from the result of the above-mentioned detection. Said arithmetic unit makes calculation and control so as to stop the collection of the water at the prescribed electrical conductivity in the case of the cation break region and to stop the collection of the water before the leakage of the silica in excess of the permissible concn. from the column 3 in the case of the anion break region.
